A Passport sets the boundary. It does not approve every action.
Passport standing is necessary governance context, but it is not sufficient authorization for every action. The current request must still match policy, evidence, review state, approved tools and data, and lifecycle posture.

Governance boundary: A Passport is a governed operating record—not a certification, legal conclusion, compliance determination, security authorization, audit opinion, risk acceptance, or blanket production approval.
